Hillary Peabody

Hillary Peabody is an executive healthcare leader, strategic advisor, and facilitator with more than 15 years of experience transforming payer, Medicaid, and federal health system operations across complex national environments. She is the Founder and CEO of Tiger Lily Strategies, where she partners with health plans, public agencies, and mission driven organizations to redesign operations, strengthen performance, and build scalable systems aligned with regulatory expectations. Her work centers on building systems that work—operational models that improve access, quality, compliance, and member experience at scale. She is known for her ability to translate complexity into actionable pathways, unify stakeholders, and build systems that deliver reliable, repeatable results.

Hillary previously served as the Acting Assistant Under Secretary for Health for Integrated Veteran Care (IVC) and Deputy Assistant Under Secretary for IVC at the U.S. Department of Veterans Affairs. Appointed by the Secretary of VA, she led a $30B+ national managed care portfolio serving millions of Veterans and their families. In this role, she oversaw access to care policy and implementation across VA’s 1,500 sites of care, managed a 1 million provider national external network, and led a 1,100person workforce responsible for community care delivery, claims, benefits configuration, and payment integrity for the nation’s largest integrated healthcare system. Her leadership focused on strengthening enterprise-wide operational reliability, modernizing national care coordination infrastructure, and improving outcomes for diverse Veteran populations.

She has advised senior leaders across VA and other federal agencies on integrated care delivery, organizational modernization, and large-scale operational transformation. She has supported national initiatives aimed at improving access, strengthening community partnerships, and advancing systemwide performance improvement across complex, multi-stakeholder environments.

Before her federal appointment, Hillary was a Managing Director at Evolent Health, where she led the design and implementation of ten multi-state health plan product and operations portfolios serving more than one million members across Medicare Advantage, Medicaid, and commercial exchange plans. Earlier roles at Atlas Research and Grant Thornton focused on modernization efforts at VA and the Department of Defense, including co-designing and implementing the VA’s Diffusion of Excellence
program.

Outside of healthcare, Hillary is an endurance athlete, former cross-country coach, and bodybuilder who has completed fifteen 100mile ultramarathons—including the Badwater 135. She is based in Phoenix, AZ.
