
Shira Fischer is physician and health policy researcher based who bridges medicine, informatics, and evidence-based policy to improve how health systems use data and technology. Dr. Fischer’s career has focused on health information technology. She led and collaborated on NIH- and HHS-funded projects exploring digital health, AI in clinical practice, telehealth adoption, and workforce transformation. Before launching an independent consulting company, Dr. Fischer worked as a senior physician policy researcher at RAND for over a decade, where she founded their digital health strategy group. Her expertise combines clinical understanding, technical literacy, and policy insight to guide health systems and government agencies through data-driven decision-making. She is particularly interested in ethics, patient privacy, data visualization, and the use of AI in health care.
